In this letter to the Permanent Representatives of the 193 member states, UN Secretary-General António Guterres sets out his plan for revitalization of the UN system. He provides an update of initiatives and reform processes to make the Organization more effective in addressing the root causes of conflict, by integrating sustainable development and human rights. To this end, a significant management reform process has been launched to streamline rules, especially those on budget, human resources and procurement, to make the system more nimble, efficient and cost-effective.
