What did the G20 Summit in Hamburg achieve?
At first glance, the Leaders’ Declaration of the G20’s Hamburg Summit is a very ordinary communiqué. But context is needed to assess its importance. Axel Berger, writing for the German Development Institute (DIE) notes that in the Summit, an unruly US president questioned a number of common positions adopted by the G20 in previous years. Seen in this light, the communiqué reflects several commitments that did not seem possible just before the event. Outside the negotiations, protesters on the streets of Hamburg sent a defiant message to the leaders that, from the perspective of the protestors, the G20 is neither effective nor legitimate. Dr Berger argues that the G20 must involve those that feel affected by its decisions - the men and women on the street who need ways to feed their needs and concerns into the G20 process. He suggests that the G20 must also improve its reporting on its successes and shortcomings creating transparency and a framework for accountability to stakeholders outside the official process.
