Children and young people made vulnerable by the loss of parental care, and at risk of abuse and neglect, are often virtually invisible in official statistics. Yet the child’s environment of care is the core of its later development. This briefing paper by Development Initiatives and SOS Children’s Villages explores ways to ensure that data includes the most neglected and poverty-stricken children to enable decision-makers and duty-bearers to address the needs of these children and ensure they are nurtured and empowered to participate in society.
