The EU’s Democracy, Human Rights and Resilience Discourse and its Contestation

In spite of the EU’s promotion of democracy and participation by civil society, there has been no fundamental change in methods, actors and outcomes, with a progressive loss of European influence on the Middle East. In this working paper for MEDRESET, Daniela Huber, Mohamed Kerrou, Asma Nouira and Maria Cristina Paciello evaluate the effectiveness of EU policies on the promotion of democracy and human rights in the Southern and Eastern Mediterranean (SEM) from the perspective of citizens’ interests, needs, perceptions and expectations. The authors review discourses of the EU and other international and regional players, and discuss the central role of civil society in the Arab uprisings and beyond.
