The Role of the UN General Assembly

Many experts in the United Nations and leading donor nations believe that the UN General Assembly is in need of reform. Since 2005, when Secretary-General Kofi Annan criticized the Assembly for focusing excessively on reaching consensus and passing resolutions that reflect “the lowest common denominator”, the Assembly has resisted major reforms, reflecting a rift between its members from the developing world and the wealthy nations that serve as the UN’s  main donors. In this background paper, the Council on Foreign Relations suggests that the institution has insufficient deliberation and genuine discussion, and needs to make its work more substantive and relevant. To achieve this requires more interactive debates and better resources in the Assembly p\President’s office.
