In this analysis, James Paul of the Global Policy Forum examines the idealism, successes and failures of the UN Security Council. He suggests that the five permanent members - the “P5” - though powerful and relatively prosperous, are still dominated by the United States, usually with the active involvement of Britain and France. The non-permanent members struggle to make an impact on the Council, despite their legitimacy as the representatives of member state. With the advantages of permanency and the threat of the veto, the P5 can continuously ominate Council proceedings. The author calls for a democratic transition to a Council that can work for genuine peace.
