Understanding the Challenges of Climate Change Regulation in International Shipping

This workshop report by the Centre for International Governance Innovation and the Marine & Environmental Law Institute discusses how the international maritime legal and governance frameworks can address climate change challenges in shipping, and explores knowledge and research needs to further inform policy initiatives. Among the topics addressed are: The governance framework for shipping and climate, including the Paris Agreement; lessons from comparable initiatives like the International Civil Aviation Organization and the European Union; sectoral similarities and differences between aviation and maritime transport; legal and governance issues; the role of industry in reducing greenhouse gas emissions; the role of port states and non-governmental organizations; and other policy and legal constraints and opportunities.
