Liberal Democracy and the Path to Peace and Security

Many states have poor institutional capacities and political legitimacy, which weaken the social contract between citizens and the government. To foster domestic and international security, and to address the drivers of violent extremism, the social contract must be repaired. In this report of the Brookings Institution, Madeleine Albright and Mehdi Jomaa suggest that the Community of Democracies needs to demonstrate to itself and the world that the core values of democracy and human rights are not only goods, but also the most promising path to peace and security in an increasingly turbulent world.
