The Promise and Perils of National Dialogues

National dialogues are inclusive negotiation processes designed to expand participation in political transitions beyond elites to an array of political, military and civil society groups. They are impeded by efforts to reach comprehensive solutions through a single process, and confusion between the conflict resolution and political transformation functions of a national dialogue. In this report for the Centre for Humanitarian Dialogue, Katia Papagianni presents examples that explain the need for conflict parties and mediators to consider what issues need to be resolved and who needs to participate; and to design processes fit for each conflict.
