Defining ‘leave no one behind’

Overseas Development Institute offers governments and others implementing programmes, means to build understanding among donors on the ‘leave no one behind’ agenda. Prioritisating and fast-tracking actions for the poorest and most marginalised people are key. The note focuses primarily on defining ‘leave no one behind’. The decision to focus on the poorest and worst-off is inherently political and requires governments and donors to take conscious and ambitious decisions.
