In this joint conference report, the Geneva Centre for the Democratic Control of Armed Forces and the Center for Security Studies focus on the implications of the rapidly evolving security environment in Europe and its neighboring regions for the Organisation for Security and Co-operation in Europe (OSCE).  The report reviews the OSCE’s institutional problems, including those resulting from uncertainty over the divisions of roles and responsibilities, and presents ten recommendations.
