In this publication by the European Centre for Development Policy Management,Alfonso Medinilla and Jean Bossuyt look at core features of ACP-EU relations in the context of EU foreign relations and outline the political choices that must be made. The EU, Africa and the ACP can either pursue an agreement  based on a traditional donor-recipient relationship that subordinates ACP continental and regional bodies; or reshape the ACP-EU partnership to one based on multi-actor partnerships and regional dynamics.
