EU Cyber Partnerships: Assessing the EU Strategic Partnerships with third Countries in the Cyber Domain

Guided by various foreign policy documents and strategies, the EU has become increasingly active on cyber challenges. Deepening bilateral ties with a number of key countries have resulted in a network of cyber partnerships. In this report for the Egmont Institute, Thomas Renard explains the different purposes of these partnerships, and the mechanisms that underpin them. In essence, they not only further bilateral cooperation, but develop a cyber and diplomatic agency and ‘structural’ results that strengthen the multilateral fabric and internet governance.
