Governments have lacked a coherent framework allowing them to respond to immigration. Policymakers have yet to shift from crisis-led policymaking to a new framework for the design and delivery of immigration policy. Policies have often been focused on the need to address the symptoms of public concern rather than the causes. In this paper by the Tony Blair Institute for Global Change, Harvey Redgrave suggests how to manage migration in the 21st century: A system of digital identity verification to tackle illegal migration; the adoption of human capital points-based systems; labour-market reform to reduce exploitation in the workplace; and a national strategy for social integration to promote social contact and encourage inclusive citizenship.
