The Role of Investors in Promoting Sustainable Infrastructure under the Belt and Road Initiative

The Belt and Road Initiative (BRI), first introduced in 2013, aims at improving China’s connections with the rest of the world, by land (the ‘belt’) through Central and West Asia to Europe, and by sea (the ‘road’) through Southeast and South Asia. It will be China’s strategic vehicle to increase its overseas investments in infrastructure projects. In this paper by Chatham House, Alison Hoare, Lan Hong and Jens Hein examine how the multilateral development banks (MDBs) and European development finance institutions (DFIs) encourage the sustainable procurement by their borrowers, and contrast this with how China’s banks approach this. The authors make recommendations on how these actors could ensure that infrastructure projects in the BRI are sustainable.
