Safeguarding the Heavens: The United States and the Future of Norms of Behavior in Outer Space
The United States is tracking over 22,000 pieces of space debris ten centimeters or larger in various Earth orbits. The quantity and density of this debris increases the odds of future collisions with space systems and collisions between debris creating more space debris. We need a effective norms of behaviour in outer space. In his paper for the
Brookings Institution, Frank Rose suggests that the US pursue non-legally binding norms; consult closely with allies and partners; engage potential adversaries such as Russia and China; work closely with commercial actors; and advance practical measures for long-term sustainability of the outer space environment.
