Exploring the Boundaries of Conditionality in the EU

The objective of conditionality in the EU is to foster integration and cohesion amongst the peoples of Europe and their Member States. In this European Policy Brief, Alexander Mattelaer explores the boundaries of the debate, and assesses what different degrees of conditionality can achieve. Based on the discussions in an Egmont working group, he suggests that conditionality must set incentives so as to contribute to this outcome. A balanced combination of political, legal and budgetary instruments can help remedy a lacuna in the Treaties: the effective protection of the rule of law and democracy.
