Reducing the Risks of Nuclear Entanglement
China, Russia, and the United States all appear to plan non-nuclear attacks against entangled targets in the event of a conventional war, to undermine the adversary’s non-nuclear operations. Carnegie Endowment for Democracy that as new weapons are acquired and integrated into these countries’ military forces, the resistance to limitations on their deployment is likely to grow. China, Russia, and the United States, therefore, should not wait until political relations improve before making efforts to manage these technologies, even if, for the time being, their efforts must necessarily be limited to unilateral steps.
