The Mobilization of Conservative Civil Society

Addressing vulnerability and promoting security

In the developing and post-communist worlds, and in long-established Western democracies, conservative civic activism have been gaining traction. In some cases, new conservative civic movements are associated with illiberal political actors in a pushback against Western liberal democratic norms. This report by the Carnegie Endowment probes the rise of conservative civil society. Case studies by Richard Youngs, Marisa von Bülow, Özge Zihnioglu, Janjira Sombatpoonsiri et al address Brazil, India, Thailand, Ukraine, Turkey, Georgia, Poland, Uganda, and the United States, showing that the economic and libertarian strands of conservatism are less prominent in the recent rise of conservative civil society; while the religious-nationalism mix appears to be dominant.
