UN Reforms for the 2030 Agenda - Are the HLPF’s Working Methods and Practices “Fit for Purpose”?

In 2016, UN member states decided to review the organi­sational aspects of the High-Level Political Forum on Sustainable Development (HLPF) in 2019–2020. The HLPF risks failing: The complexity of the 2030 Agenda, the Forum’s broad mandate, the large number of partici­pants, and their high expectations, are creating problems for an under-resourced forum. Drawing on an analysis of the HLPF’s working methods, this study by Marianne Beisheim for the German Institute for International and Security Affairs examines the practices that helped member states adopt the ambitious 2030 Agenda, and explores ideas for improvement.
