The poorest people are falling further behind as the income gap grows, consumption floors remain stagnant for the poorest and no critical investment is made in social protection and human capital. In that context, ODA remains the most critical source of external financing to complement national investments in development particularly for the people and places most at risk. This report by Development Initiatives explores how development finance is responding to the challenging development and poverty landscape. It defines how aid can be better targeted to support Agenda 2030’s goals by focusing on the poorest people first.
