A Necessary Voice: Small States, International Law, and the UN Security Council

In this paper for the International Peace Institute, Adam Lu­pel and Lauri Mälk­soo ar­gue that if the in­ter­na­tional rule-based or­der con­tin­ues to de­te­ri­o­rate, small and vulnerable states will be most at risk. This might make such states nat­ural de­fend­ers of the in­ter­na­tional or­der and in­ter­na­tional law, encouraging them to use skillful diplomacy, notably  in niche areas, in the UN Security Council, to bolster the legitimacy of the UN system and strengthen commitments to the principle of a rule-based international order.
