This interactive report card by 28 global think tanks that comprise the Council of Foreign Relations’ Council of Councils designates global warming as the top international priority for the first time in the card's five-year history. It grades international cooperation in the previous year across 10 issue areas; asks how world leaders should prioritise these 10 global challenges; and which offer the most hope for progress. The world is transitioning from one power equilibrium to another, so national priorities in staking a claim in the new order take precedence over efforts to deal with global challenges. Hence, international cooperation suffers, and the experts see little chance of progress in the coming year.
