Council of Despair? The Fragmentation of UN Diplomacy

The elected members of the UN Security Council - or E10 - have grown increasingly impatient with the permanent member’s - P5 - management of UN affairs. Divisions and political infighting have caused the Council’s failure to respond to some of the world’s most pressing crises. This briefing of the International Crisis Group suggests that as the Council’s poor state is a symptom of the weak state of international cooperation, there are few signs that this will improve soon.  Based on discussions with diplomats and UN officials, and meetings in t conflict areas, the paper offers suggestions on how Council members could ease the strains.
