Risk taking and strategic endeavor present major challenges to leadership at the UN. In this paper, the Dag Hammarskjöld Foundation explores the principles of international public service set out in articles 97-101 of the UN Charter, and the interpretation of these articles by Dag Hammarskjöld in his May 1961 speech at Oxford. These provide insights into the political space which can influence the scope for initiative and leadership. Bruce Jenks discusses instruments available to create, and invest in, political space, and suggests that imaginative approaches are needed to provide incentives to lead the transformation that Agenda 2030 envisages.
