New Estimates of EU Agricultural Support - An “Un-Common” Agricultural Policy

The EU’s agricultural support to member states constitutes a barrier to development in Africa and elsewhere. Support levels are known to vary by member, and to be high in international terms, but no figures on support levels in the 28 members have been published. In this note by the Center for Global Development, Ian Mitchell and Arthur Baker present first estimates of agricultural support by EU members. With the EU 2021 to 2027 budget discussions entering a key phase, the estimates show that current subsidy levels are more than four times higher in several eastern European members than in the Netherlands, where subsidies are lowest. Ireland and Poland are mid-table, with France, Ireland, and Luxembourg at the bottom in terms of support levels. Countries with higher support enjoy an advantage within the EU’s Common Agricultural Policy (CAP).
