Standards for Digital Cooperation

Global data standards are needed urgently to strengthen digital cooperation in managing global tech platforms, but no organization is mandated to coordinate the development, use and maintenance of technical standards covering data value chains and standards of data governance. In this paper by the Center for International Governance Innovation, Michel Girard proposes the creation of a Data Standards Task Force (DSTF) to enable the development of technical standards for data value chains and provide accountability for the development of data governance standards needed by regulators vis-à-vis the leading tech platforms (Facebook, Amazon, Apple, Microsoft and Google). The mission of the DSTF would be to create the architecture needed for a “single data zone” where data can circulate freely between participating jurisdictions.
