Six Ways Conflict is Changing

In his Distinguished Lecture to the West Point Class of 1983, David Miliband describes how the hierarchical post-Cold War order has been overturned by shifts in economic power and political sentiment, making the world more unstable and turbulent. These changes reflect and create a multipolar world, in which geopolitics are more complex than during the Cold War. They bring into question the role of the UN institutions that were created to promote global peace and stability. In six examples he shows that when countries bound by principles of human rights, accountable government and due process opt out of international engagement, there is a race to the bottom, undermining norms and reinforcing the instability and impunity that gave rise to the creation of the post-war institutions.
