From Pandemics to Poverty: Hotspots of Vulnerability in Times of Crisis

Reducing poverty and improving equity
Apr 20, 2020 | Overseas Development Institute, Vidya Diwakar

In this brief by the Overseas Development Institute, Vidya Diwakar identifies countries, sub-national areas and populations in or near poverty that must be prioritised in the response to coronavirus. He draws attention to geographic hotspots of poverty risk and populations vulnerable to poverty that may be particularly affected both by Covid-19 and by risk management actions and calls for explicit consideration of these groups in policy and programming responses. He offers schematic short-, medium- and long-term responses to help ensure that responses adopt a pro-poor focus.
