Integrating AI into Civil Protection
Civil protection encompasses the management of collective risks - environmental, societal, and technical hazards, such as extreme weather events, pandemics, terrorist attacks and severe industrial accidents - to limit damage and protect the population. Kevin Kohler and Benjamin Scharte suggest in their article for the
Center for Security Studies that the use of artificial intelligence in civil protection improves the prevention of, response to, and recovery from disasters. This requires key challenges related to data, public sector access to AI talent, and high-risk applications to be addressed. As AI talent is concentrated in big tech firms and universities, governments often lack the in-house capacity to build their own AI models, requiring them to make sensitive data sets accessible to actors outside their control.
