Tackling Climate Change and Reducing Poverty: Is “Building back better” possible?

The slogan of “building back better means designing recovery strategies that take account of the need to mitigate climate change and protect the environment while focusing on inclusive well-being. The COVID-19 pandemic and recession are negatively impacting all economies and exacerbating poverty. In this article for Poverty Unpacked, Daniele Malerba suggests that as poverty reduction and the mitigation of climate change are often complementary, one must assess the distributional implications of climate policies, without imposing a predetermined (political) view. From a policy perspective, climate change mitigation should be embedded in appropriate social policies, as “building back better” plans intend.
