NATO encompasses nearly a billion people and half of global GDP across a landscape that stretches from the Pacific coast of North America to the Black Sea. One of its major strengths has been its ability to adapt to changing circumstances. It is against a backdrop of earlier, successful adaptations, as well as the vibrant political dimension of its work, that NATO enters a new and very different strategic environment in the period to 2030. In this report, an independent Reflection Group tasked by NATO Secretary General Jens Stoltenberg outlines ways in which NATO should enhance its ability to respond to both threats from state and non-state actors; and increase its range of political tools to deter adversaries and defend the Alliance in the modern threat environment.
