European Union Cohesion Project Characteristics and Regional Economic Growth

In this paper, Bruegel adopts a novel methodology to analyse the characteristics of successful cohesion projects in the European Union that produce better economic results for regions. The new approach, which estimates unexplained economic growth, uses a quantitative econometric model to identify the regions in the EU that have performed best and worst in GDP growth per capita, relative to other similar regions, by controlling for initial conditions. It considers project characteristics, including financial, managerial, and operational aspects of projects, as well as interventions, and the influence of private-sector engagement.
