al-Qa`ida’s survival over 30 years demonstrates high resilience and long term-thinking. Many countries in Africa – including Algeria, Egypt, Morocco, and the Sudan – are training imams and religious scholars to share their expertise in deradicalizing terrorist fighters. In this report for the Combatting Terrorism Center, Idriss Mounir Lallali of the African Centre for the Study and Research on Terrorism calls on countries to view the terrorist threat in a local context and to act within their national counterterrorism plans of action. While there is space for dialogue and negotiation with certain groups, continued cooperation and more comprehensive approaches that address the underlying drivers of terrorism and violent extremism are necessary to prevent the spread of terrorist activity in Africa.
