Governments are reacting across borders to silence dissent among diasporas and exiles – often through assassination, illegal deportation, abduction, and family intimidation. This Freedom House report explores the scale and scope of transnational repression by providing cases from public sources, including UN and government documents, human rights reports, and credible media. It provides a description of the methods of transnational repression; case studies on six states with significant transnational repression campaigns - China, Rwanda, Russia, Iran, Saudi Arabia, and Turkey - regional summaries of circumstances in countries not in the case studies; and recommendations.
