The current digital communication system – defined by platforms like Facebook and YouTube – was built to prioritize advertising sales. The time has come for a new type of digital communication tool suggests Samuel Woolley in this article for the Center for International Governance Innovation. The current digital communication systems continuously collect personal data and sell this behavioural data to the highest bidders. He argues that social media systems, and the algorithms and artificial intelligence behind them, must be redesigned to prioritize values beneficial to all members of society – such as human rights and equity – and that it is time for a new type of digital communication tool built on a foundation of social change and informed policy.
