The Right to Education: What’s at Stake in Afghanistan? A 20-year Review

This UNESCO report takes stock of the achievements in education in Afghanistan over the past 20 years and of the challenges and gaps that still need to be addressed against the backdrop of deep political change. It analyses Afghanistan’s legal and policy frameworks in the context of relevant international instruments, highlights critical areas that directly impact efforts to ensure the right to education for all, especially girls and women, and vulnerable populations. It concludes with prospects for state obligations, conditions, measures, and actions that Afghanistan and the international community may take to achieve internationally agreed upon education development targets.
