A Strategic Compass for Europe

Thirty years ago, Europe represented one-quarter of the world’s wealth; in 20 years, it will account for just over 10 percent. The EU is at risk of strategic shrinkage, owing to geopolitical, economic, and ideological pressures. Safeguarding the interests, and values of EU citizens, will require new thinking about the EU’s security and defense responsibilities and the capacities it needs to meet these, suggests Josep Borrell in Project Syndicate.  He explains the Strategic Compass, drafted at the behest of the European Council, to answer three questions: Which threats is Europe facing; how can Europe better pool its assets and manage them effectively; and what is the best way to project Europe’s influence as a regional and global actor?
