Within the span of a generation, the new era of European democracy, peace and unity declared in the 1990 Charter of Paris is under threat from authoritarian and illiberal regimes, kleptocrats, and instability. Writing for GIGA Focus Global, Thomas Greminger emphasizes the need for cooperative security in Europe. Instead of feeling secure, populations fear a wide range of threats: from pandemics, cyber-attacks, terrorism, organised crime, climate change, and issues related to energy transformation and job security. Changing this trajectory will require a rethinking of European security and adoption of a more comprehensive and cooperative approach.
