Adapting to Climate Change: Cities and the Urban Poor
This paper by the
International Housing Commission explores emerging issues that cities in the developing world confront as they begin to develop plans and strategies to adapt to the effects of global climate change.
With emphasis on low-income populations whose quality of housing is poor and least resistant to extreme weather events, the paper highlights the amount of cross-sector research and programming that must be built on the basis of current understanding.
