From Al-Qaida to ISIS - A Blind War on Terrorism will mean Endless War

If Western powers and their partners continue to frame the countering of violent extremism as an existential “war on terror”, the campaign against the Islamic State will be no more successful than the fight against al-Qaida. Jean-Marie Guéhenno of the International Crisis Group suggests that those combatting terrorism need to learn from past mistakes. The security of Paris, Brussels or London might first depend on intelligence and police work, but can best be improved if terrorists are no longer helped by Westerners copying their rhetoric of a grand geopolitical struggle. To combat terrorism successfully, the local disorder in which it is born, must be addressed.
