This third report by the King Baudouin Foundation, the Bertelsmann Stiftung, Open Society Initiative for Europe, and the European Policy Centre on the New Pact for Europe argues that the EU27 need the political will and courage to agree on an ambitious, realistic, win-win agreement to overcome deadlocks and counter the danger of regressive, nationalistic, illiberal and authoritarian Europe. It describes the building blocks of such an understanding, and highlights the need to balance responsibility, security and solidarity, national sovereignty and integration, and growth and cohesion.
