The approach that the world established some 70 years to prevent the threat or use of force has serious shortcomings. Collective leadership, is challenging in governance. In his lecture to the Stockholm International Peace Research Institute, Hans Blix emphasises that the five powers in the UN Security Council must live up to the responsibility they sought and were given in 1945. In order to do so, they must - like other states - recognize and show regard for the legitimate interests of others, adapt to each other and show respect for the institution and norms they created. They - and the UN itself – must be served by professional, impartial civil services that deliver objective reports.
