The Changing Nature of Work - Draft of the 2019 World Development Report

In addition to investments in human capital, the changing nature of work demands improved social protection systems. Traditional provisions of social protection based on steady wage employment, clear definitions of employers and employees, and a fixed point of retirement, are becoming obsolete. Improved private sector policies to encourage startup activity and competition can help countries compete. In this draft report, the World Bank highlights the need for Governments to raise revenues to fund the investments required by the changing nature of work. These include building human capital, strengthening social protection and labour policies, and lifelong learning.
