The Case for Universal Social Protection
Despite significant progress in the extension of social protection in many parts of the world, only 45 percent of the global population is covered by at least one social protection benefit, while the remaining four billion people are left unprotected. In this report in the

Finance and Development, Isabel Ortiz argues for the introduction of well-designed universal social protection systems. In addition to reducing poverty and inequality, such systems would increase productivity and employability by enhancing human capital, boost domestic consumption and demand, and facilitate structural economic transformation.
