EU It Yourself: A Blueprint for a European Security Council

The idea of a new European Security Council (ESC) to transform the EU into a more effective international actor is gaining attention. In this paper for the Wilfried Martens Centre for European Studies, Niklas Nováky  provides a blueprint for an ESC that would be less a new institution than a new structure within the Council of the EU. It would not require separate mechanisms in interacting with NATO or the new European Intervention Initiative. The ESC would have seats for 10 member states, five of which (France, Germany, Italy, Spain and Poland) would have permanent seats. There would be three rotating and two case-specific seats.
