EU member states have pooled sovereignty, mainly for economic questions related to the single market. In this brief for the Center for European Policy Studies, Jacques Pelkmans analyses single market initiatives and difficulties in accomplishing a single market for services, and identifies challenges for the EU. The quality of the single market, and, in particular its competitive character and its ability to serve consumers, is addressed, as is the issue of ‘fairness’ in EU competition policy and the labour market, including intra-EU cross-border workers.
