Volunteerism in Disaster Management Opportunities, Challenges and Instruments for Improvement

Collaboration between civic society and governments is essential for successful emergency and disaster management. New technologies, large-scale disaster events, changes in public engagement and other factors are combining to bring new, spontaneous forms of volunteerism to disaster management activities. In this report for the Center for Security Studies (CSS), ETH Zurich, Tim Prior and Florian Roth address the challenges and opportunities involved in integrating volunteers in disaster management and civil protection. They set out the relationships between state crisis management and the social environment, and discuss instruments to support volunteerism in disaster management.
