Recognising Refugees Challenges and Innovations in Refugee Status Determination

Reducing poverty and improving equity
Dec 31, 2020 | Forced Migration Review, Cathryn Costello, Caroline Nalule, Derya Ozkul

In their article for the Forced Migration Review, Cathryn Costello, Caroline Nalule and Derya Ozkul discuss the factors that determine who is recognised as a refugee. They suggest recognition depends not only on the legal definition of ‘refugee’ but on the institutional processes used to recognise refugees. To integrate these features, they focused on four States - Kenya, Lebanon, South Africa and Turkey - and engaged with local researchers and institutions in other States in North Africa, South America and Asia to debate shortcomings in Refugee Status Determination (RSD) systems; the challenges faced by different actors; and the consequences for asylum seekers and refugees.
