Breathtaking advances in AI and itsintegration in societies around the world have left governments scrambling toensure the safety and transparency of its development and applications.  So far, their actions have focused on thedomestic level. But international governance of AI will also be critical, giventhe global reach and ramifications of the technology. In their paper for the CarnegieEndowment for International Peace, Emma Klein and Stewart Patrick arguethat the world will see the emergence of a regime complex, comprising multipleinstitutions within and across several functional areas, to govern AI. Internationalgovernance of AI will be critical, given the global reach and ramifications ofthe technology.
